ANNEX G - 22
Task Force Robbie: A
Vietnam Journal
By Bruce M. Mac Laren, Col. USMC
(Ret)
S-3 Comment:
Task Force Robbie (TFR), a 3rd Marine Division Reserve mobile task
force, was established on 021200H Feb 68 to assist 3rd Mar Div and III
MAF units to counter the NVA Tet Offensive in I Corps. TFR was
disestablished on 291845H May 68.
By 29 May 68, most
members of TFR had been returned to their parent organizations ... or
were in the process of returning. A skeleton crew of Marines was manning
the operations section in our command bunker on C-3 (Cam Lo Hill) until
our net was secured officially by the Division G-3 and Comm Officer ...
and our command bunker was to be taken over by 9th Mar personnel. I was
the TFR S-3 since its inception. When I was assured that elements from
9th Marines were moving into the bunkers and assuming command, I
departed for 3rd Mar Div headquarters in Dong Ha. It was my intention to
turn over the Task Force Robbie S-3 Journal along with some classified
files.
Upon my arrival in Dong
Ha, no one at the Division G-3 Section wanted to sign for the TFR S-3
Journal ... let alone read or accept it. Instead, I was briefed by Col.
Micheaux, G-3, to return to Cam Lo Hill (C-3) to set up our old TFR CP
in order to form up another task force, greatly reduced, to be called
“Task Force Mike”. I complied with the orders. But … Task Force Mike is
another story.
I have kept the TFR S-3
Journal and have periodically shared some of the entry comments with
former Task Force members, and some military writers who were interested
in the Task Force’s roles and missions during the Tet Offensive. I guess
this input now is my effort to share “our” TFR experiences with any
interested Marines, Corpsmen, or a few historians. The contributors were
Ops personnel, duty officers, NCOs, and communicators in the TFR command
bunker during the Vietnam War. Writing styles were different.
021200H Feb 68:
1300H The Task Force Robbie (TFR) S-3 Journal was officially opened.
Colonel Clifford B. Robichaud, then Division Inspector, was appointed by
Major General Rathvon McC. Tompkins, CG 3rd Mar Div. as the Task Force
commander ... ergo the TF title,
Robbie!
I attended that meeting and was given the assignment to find a good
location for the Task Force CP.
I had frequently passed
through the Cam Lo Hill (C-3) area en route north to Con Thien to check
on 3rd Tank Battalion personnel deployed there. Lt. Col. Fred Chapman,
my former CO at 3rd Tank Battalion, now an Ops officer at COC, 3rd Mar
Div, suggested the C-3 area to General Tompkins because it would have
provided rapid deployment to Cam Lo village, the adjoining the
Montagnard village, and had excellent MSR access. Politically, Cam Lo
village represented the most northern vestige of the barely functioning
South Vietnamese government ... as it was. There were other obvious
tactical reasons for selecting the C-3 area (e.g. the importance of the
Cam Lo bridge and river fording site to the north, assuring access to
our DMZ fire bases, high ground visibility, relatively clear defensible
terrain, rapid MSR deployment, helo pad availability and better
time/distance deployment capabilities to key Division strong points.) I
would also point out that elements of the 4th Marine Regiment (H 2/4)
were already deploying to and developing the defensive positions on Cam
Lo Hill. These rotating seasoned infantry units could provide TFR with
good perimeter security. (It became a regular practice to locate
infantry battalions to C-3 on a rotating basis). Inasmuch as the TFR
tanks would be deployed between Dong Ha, Con Thien, Camp Carroll, and
Khe Sanh, the Cam Lo Hill area would meet our needs. A helo recon with
Col. Robichaud, Lt. Col. Karl Fontenot (then CO, 3rd Tank Battalion),
and myself verified the Cam Lo Hill suitability. Once approved by the
CG, Colonel Robichaud and Lt. Col. Fontenot remained overnight in Dong
Ha, and assisted in our staff development, selection, and rudimentary
planning. Lt. James (Deuce) Donlan and I reported back to Cam Lo Hill to
coordinate the TFR arrival and positions. Colonel Robichaud had given me
some personal instructions prior to my departure. At 1800, TFR received
its first WIA. First Lieutenant Riel was hit by incoming shrapnel and
med-evaced to Dong Ha. His wounds were not serious.
030001H Feb 68:
1800H Colonel Clifford Robichaud, Colonel James Stockman, G-3, Lt. Col.

040001H Feb 68:
Colonel Robichaud spent the day in Dong Ha consolidating, interviewing,
and briefing the newly assigned TFR staff officers, SNCOs, and NCO’s.
All vehicles less the tanks and Ontos were staged at Dong Ha in the Dust
Bowl. Lt. Donlan and I, now back at C-3, worked at coordinating TFR‘s
arrival with H/2/4. We took over two command bunkers previously built by
the 11th Engineer Battalion. Div. CEO expedited our necessary comm
equipment with support personnel. Lt. Donlan figured out our security
requirements on the perimeter working closely with H 2/4 Marines already
in position. S-3 worked with the new comm personnel and also started
development of counterattack plans.
050001H Feb 68:
1000H TFR personnel, vehicles and equipment moved out from Dong Ha. The
road march took approximately one (1) hour and 15 minutes from Dong Ha
to the new C-3 CP location. The road march was executed without
incident. S-3, S-4, and S-10 continued firming up defensive and
communication coordination with 4th Marines already located at C-3 as
well as the Division G-3 Section.
S-3 Comment:
One of the first tactical steps I took as S-3 was to assure our troop
leaders that we had negotiable terrain. The two helo-recons I took with
Colonel Robichaud before reporting to C-3 did not help me very much.
Flying at 1500 feet and at 50-100 miles per hour did not ease my
concerns for tank mobility on the deck. Tankers really needed to see,
and if possible, feel the terrain. TFR needed solid ground
reconnaissance feedback. When TFR arrived in toto, I started to visit
the company, battalion, and field commanders on C-3 ... and often back
in Dong Ha. I set up a two-way plan to get good traffic analyses. I
started a program with the Recon Marines and the tenant infantry and
other support organizations to include at least one tanker as a member
of any patrol being sent out beyond the C-3 perimeter. My order did not
include Tankers to go out on Recon Battalion Sting Ray operations, which
required special training and fitness. The C-3 Recon Marines did their
share of regular ground patrolling. Also, it was set up that either S-3A
or myself would debrief the patrol upon its return. Patrols from 4th and
9th Marines welcomed the Tankers. The feedback on traffic-ability was
almost instantaneous, especially when the patrols operated near the Cam
Lo River. Numerous new fording sites were discovered ... but held in
abeyance until needed. We had an engineer demo expert, Corporal Beeler.
He could break down steep river-banking with 40-pound shape charges, and
tanks could ford or “fishtail” the river immediately. (Corporal Beeler,
a 6’2” Marine weighing 200 lbs, and I were to really meet. One morning
while standing behind Beeler in our chow line, we were hit with
incoming. I ran and dove into a foxhole near-by as did Beeler. I made it
in first, and Beeler piled on top of me breaking my right fibula and
spraining my hip. I had great respect for Beeler!) Working closely with
their infantry teammates also gave the Tankers a sense of military
obligation, so to speak, when TFR went on the march. This close
coordination also helped when tankers instructed supporting infantry on
how to properly mount, ride tracked vehicles and to stay clear of gun
sights and tank vision blocs. Cooperation worked both ways!
060001H Feb 68:
0940H, S-1, S-2, S-3A, and S-10 departed for Dong Ha for official
business. S-4, Lt. Donlan, remained at the CP to hold a logistics
briefing for Col. Robichaud.
1310H CO TFR approved
initial Plans “A” and “B”. These plans, code-named key installations and
main routes and avenues of approach. (e.g. Rt. 9 from C-3 to Dong Ha
became Strike Route 1, Route from C-3 to Con Thien became Strike Route
3, etc. and were changed daily.) Initially our supply of comm gear with
covered-shot capability was scarce. Col Robichaud, Lt Donlan and Major
Murch leaned hard on Division to expedite requested assistance. Col
Robichaud's inspection of the C-3 area, prompted him to schedule an
inspection on 7 Feb 68. S-3A briefed TFR staff on current troop
locations and tactical events occurring near us. S-2 reported that the
NVA unit harassing TFR was the NVA 27th Independent Battalion (27th IB).
S-4 reported H 2/4 was short on clothing and equipment. Col Robichaud's
“personal call” to the Division Supply officer resolved the problem.
070001H Feb 68:
1015H Efforts by TFR S-4 have brought H 2/4 on line with resupply, new
utility uniforms and 782 gear. A section of tanks was sent with H 2/4
while they went on a sweep to Quat Xa. S-2 reported that most NVA are
hiding in a refugee village to our west. Colonel Robichaud believed that
H 2/4 is not big enough to clear a 2000-home village. S-3 passed the
info to G-3.
1330H CO TFR departed for
Dong Ha. 1600H CO TFR returned to C-3 with a new Comm O replacement, Lt
Budinger, for Major Murch. Murch had convinced CO TFR that he could
better assist us back at the Division Comm headquarters. Murch was
correct and did just that. 2100H TFR received a report from 2/9 COC that
the 27th Independent Battalion (27th IB) was observed by ARVN’s with 82
mm mortars, RPGs, and claymores moving to interdict LOCs. Coordination
was made with Major Ron Losee, and TFR provided a tank section, plus one
Flame tank, to support the sweep team. H 2/4 will move a platoon to link
up with Marines already defending the Cam Lo River bridge. 2400 CO TFR
reported he was unhappy with his perimeter and defensive inspection
during the day. Colonel Robichaud stated that “There is a continual need
for close supervision.” While H 2/4 is now fully equipped with new
clothing, batteries, cleaning gear etc., other elements of the TF are
still short. . Captain Warren O’Buch will reinforce the 2/9 sweep team
in the morning.
080001H Feb 68:
1000H 2/9 COC reports enemy activity near C-2 perimeter. More to follow.
Major Murch transferred back to CEO 3rd Mar Div. Lt Budinger now aboard
as new Comm O. 1517H “C” Co. Tankers conducted alert drill for all
hands.
1925H S-4 made call to
Major Samuelson, S-3, 3rd Tk Bn, in regards to BA-120s. S-4 also called
CO 9th MT concerning deployment of a “grease jenny”. 2135H MajorLosee
requests one (1) tank to fire mission on VC moving west to north on west
perimeter. Tank fired 5 rounds of Beehive. Combination fire used with
Xenon light and Duster support. Good effect observed through NOD. Need
for PRC-25 in tower to make rapid adjustment noted. PRC-25 now allocated
to tower OP.
090001H Feb 68:
0025H Div G-2 relayed message via12th Mar relative to reliable report
concerning elements of 27th IB and possibly NVA 320 Div elements
withdrawing to NW after attack on Cam Lo. Will cross Cam Lo River at
097597 in withdrawal. CO TFR alerted.
0845H Div COC reports
contact made at 165586. TFR alerted. 0905H. Major Losee reports ambush
has been established. 0945H Div COC (LtCol Harper) requested one (1)
tank section plus infantry and FAC to move out to assist road sweep. One
heavy tank section from C Tks, 1 Flame, and 2 Ontos to H 2/4.1155H
Dusters returned from north sweep.
2400H All personnel have
fired the new M-16's, less USA with 1/44. Cam Vu patrol set to go in the
morning. Lt Larsen, plus engineers will accompany.
100001H Feb 68:
1420H Lt. Barney returned from Division COC with a new plan for
conducting a sweep operation toward Quang Tri. Tentative date for the
operation set for 12 Feb 68.
1730H Colonel Robichaud
reviewed the plan and conducted a “zippo” brief for the TFR staff.
LtCol. Fontenot and Major Mac Laren went back to the Division COC to
discuss the plan with COC and clear up some command and control issue
points. In the meantime, CO TFR issued a warning order.
S-3 Comment:
During our service together, I had ample opportunities to sit down with
the Old Man to discuss and review tactical possibilities for our
operations ... as well as our common comparisons … both being graduates
of Norwich University and New Englanders. He was always receptive, but
once his mind was made up, he could be very set in his ways. On one
particular day, Colonel Robichaud and I went round and round concerning
his position for the control of the armored column in the attack. He
clearly wanted to ride at the head of the column in his radio jeep with
a few riflemen. I advised him that Lt Donlan was preparing one of our
attached Otters with comm gear sufficient enough to see him all the way
to Hanoi ... when and if necessary. Tactically, I believed the middle of
the attack column was the best location for his command and control.
(The Armored School, Ft. Knox, KY would have concurred.) Our comm with
the tanks on the march had thus far proved to be excellent. The
ANGRC-3’s, Set # 2’s, and Aux Receivers had proven very reliable. At the
time, supporting infantry comm was not as good ... but our new Comm O,
Lt. Budinger, was making definite progress. And, Major Murch was pushing
for us at Division level. FAC and AO capabilities would be at the
Colonel’s immediate disposal.
When I told him that my
position also should be in the command and control vehicle, he stated,
“But who will be running C-3?”
My response, as I recall
was, “That’s what you have an XO for, Sir!”
A short grumble and stare
ensued. I found out later that he had called Fred Chapman and also spoke
with Deuce Donlan on the side. Their responses were the same... all
being armored trained.
110001H Feb 68: 0800H S-3
called to request H 2/4 FO report to Division COC. Major Mac Laren also
called to request a helo be frag’d for CO TFR to be picked up at 0930H.
1125H CO TFR returns from
helo recon, holds briefing, and initiates three (3) plans for pending
operation. Plans to be sent to CG.
1255H CO TFR and S-3
depart for Division to brief CG and COC on plans.
1610H CO TFR and S-3
return to C-3. CO TFR holds briefing to advise staff that TFR will
remain in reserve role.
2030H CO TFR held check
of blackout discipline. No discrepancies noted. Summary: Three proposed
plans presented to Division. In view of ammo situation, no decision was
made to launch the attack with Division Reserve. New TACP officer
reported aboard. Aerial recon to east revealed difficult, but not
impassible terrain.
120001H Feb 68:
0015H TFR experienced a total comm failure. 9th Mar Comm O on-hand to
help resolve problem.
0100 Back on line. Cause
was undetermined. Comm O used an alternate radio system to maintain
contact with Drakepool.
1045 TFR visited by
General Tompkins and Col Robert Barrow, new 9th Mar CO. CG went over the
highlights of prospective operations. CG wanted more terrain analyses
for Dong Ha to Quang Tri approaches.
1500H CO TFR held
briefing. Reps from 1/4 and H 2/4 attended. S-2 presented National
Police Intelligence Drawing of tentative operation area. Lt Donlan
reported that the operational modifications to the Otter for mobile
command and control were completed.
2400 Gulf failed to check
in on Armorplate. S-3A reestablished comm.
130001H Feb 68
0855H CO H 2/4 requested use of tanks to clear an old ARVN AP mine
field. The request was denied.
1155 S-3 went to H 2/4
and contacted the Engineer Battalion who provided the necessary engineer
support to clear mine-field. TFR FAC remained with H 2/4 for closer
liaison.
1420H Lt Smith will fire
any Marines on RR who missed fam fires with new M-16’s.
1500H CO TFR holds
special briefing to focus more attention on necessary ground recons from
Dong Ha to Quang Tri.
1830H CO TFR and recon
team with S-3, C Co. CO, Lt Smith, Lt Wood, and Engineer NCOIC will move
out tomorrow when road is declared clear.
2345 2/9 COC advised S-3
that a TPQ had hit the Montagnard village at 105578 resulting in 20
med-evacs. District headquarters requested TFR’s assistance. Drakepool 3
advised Drakepool 3 A to use their own assets for security of med-evac.
TFR cannot be committed except on order of CG.
2400 Summary: CO TFR met
with CG and submitted tentative time-distance plans. CG ordered
extensive planning for Quang Tri area operation. Recon set for 14 Feb
68. Plans issued to fire all TFR crew-served weapons. M-16 fam fire
program still underway.

will conduct another recon tomorrow. Enemy build-up being reported near
Quang Tri.
15000H Feb 68:
1030H S-3 and team to make recon near Quang Tri.
1100H CO TFR takes
spearhead on potential run to Camp Carroll. One (1) AT (Ontos) has
electrical problems and run is terminated at resettlement village.
1500H CO TFR holds
briefing and advises staff of enemy movements south and east of C-3.
Three (3) tanks, one (1) Flame, and VTR-51 on deadline. Notified 3rd
Tank Battalion maintenance to take immediate action. H-51 will report
here and stand by tomorrow until all vehicles are up. CO TFR ordered S-3
to advise G-3 of deadline status. LtCol Harper acknowledged for G-3. PM
repair effort runs through the night. Comm personnel to fire M-16s
tomorrow.
S-3 Comment
: There are
only three (3) operational VTR-51’s (Retriever/Ox) in the 3rd Mar Div
TAOR. One Ox was destroyed during “A” Co. 3rd Tk Bn operations before
Tet. These vehicles were constantly rotated through TFR. The vehicle was
vital to keeping our vehicle deadline rate low. The OX was always a
prime target for NVA and Viet Cong troops. Our Marines knew this very
well! Troops from the 27th IB went out of their way to attempt destroy
VTR-51s. This vehicle could haul two downed tanks simultaneously. The
4-5 man maintenance crews that operated the “Ox” were experts in their
salvage and maintenance roles. The Ox carried its own 81-mm mortar to
provide smoke cover as the Ox moved in to retrieve a downed tank or
Amtrak. The Tankers and supporting infantry were very protective of the
VTR-51s and their crews. The crews were armed with M-16's and .45 Cal.
pistols ... but most of the crews had obtained M-2 carbines or clip-fed
Thompson submachine guns they had “borrowed” from Seabees during their
many associations and support efforts. Field commanders had deep respect
for the Ox and its crew. How powerful was the VTR-51? Immediately, after
the rainy season, I saw a VTR-51 move into the area just north of the
Washout. Three tanks had been mired in mud for over a month. The crews
had stripped the vehicles of weapons, comm gear, sights, etc. Anytime we
attempted to slip in a patrol to check on the tanks, the NVA would take
our effort under fire. Finally, in clearer weather and dryer conditions,
TFR and Marines from Con Thien sent a combined force toward the Market
Place to divert NVA attention. As the VTR-51 moved into position by a
mired tank, it had its left track broken by a land mine. The crew very
quickly short-tracked the Ox, and then proceeded to hook up the first
mired tank. Once moved to firmer ground, the Ox crew hooked up and towed
the other two mired tanks into a line of three tanks. All three
powerless tanks where then towed slowly back in line by the damaged Ox
to the security of C-3 perimeter. Tank crews and engineers quickly
assessed the vehicles for booby traps, and then proceeded to power up
the downed vehicles. Morale was high among the maintenance and tank
personnel that day.
Now slowly, but surely,
the Old Man was seeing the relationship between our tracked vehicle
deadline and the necessity for mobile ops training. When the Colonel was
not on the road or at required meetings, he was usually visiting the C-3
defensive positions and talking with the tank crewmen ... as well as the
supporting riflemen. How often did Marines have the Division’s senior
bull colonel climb into their foxhole to check their fields of fire, or
watch a crewman tighten track... and then try to do it himself? Once he
learned the ratio of operations as opposed to required maintenance, TFR
deadline problems were improved.

250001H Feb 68:
0300H Received G-2 Intel Report 1-151 that URS reports elements of 27’
the IB will attack C-3, Cam Lo and bridge at approx 250115H. Rec’d this
message at 250300H. Passed to all hands.
S-3 Comment:
The 27th Independent Battalion (27th IB) NVA, was the first identifiable
enemy outfit to be our adversary from day 1 of the TFR establishment. I
was never very sure as to that unit’s strength, but as soldiers, they
blended well with the bush, and acted against us during periods of our
own defensive inattention. I was to learn in about a month that their
cadre had close ties with villagers adjacent to C-3. Unlike the Viet
Cong, I did not believe that they collected taxes from the civilians. To
my knowledge, the 27th IB did not wear proper NVA uniforms, which
created problems for us as well as themselves in the event of their
capture. IDing their KIAs revealed mostly standard Vietnamese civilian
attire, but also unlike the VC, they appeared to be more physically fit.
To the best of my knowledge, based on what little solid intel G-2 was
able to pass us, the CO, 27th IB, was named “Ho”. He was a North
Vietnamese Catholic, and he was a graduate of the University of Hue.
This was all the info I had at the time. Later on, reports came in
referring to NVA 320 Division and NVA 324 B Division. These were
uniformed soldiers en route south skirting our perimeters to the west
and via Laos.
Interestingly enough, I
was to obtain closer personal and military contact with the NVA CO 27th
IB. One day, while driving back from an inspection in Cam Lo District
Headquarters, my driver stopped the jeep in the village and allowed a
young teenage girl assisting her grandmother to cross the street. The
young girl nodded toward me and said, “Merci, Monsieur”
Hearing French was not a
real surprise in Vietnam. It was a second language among the educated. I
responded in my poor French (2 years in high school and 3 years in
college ... plus living near Woonsocket, RI), “Comment allez-vous, jeune
Mlle ?”
She stopped dead in her
tracks and responded, ”Je suis très bien… et vous, Monsieur?”
I smiled and said,” Vous
parlez excellent Français, Mlle. Vous êtes une bonne fille à s'occuper
de votre grand-mère.”
She beamed another
smile,” Merci, monsieur. Ma grand-mère est très vieille. Vous êtes le
premier Américain que j'ai jamais parlé à.!”
Now pleased with my
French effort, I said, “Je suis très chanceux, ne suis pas.”
After she crossed the
street safely, I said,” OK, Mlle. Voici quelques repas pour aider vous
et votre grand-mère.” Voyez-vous plus tard! And I passed her a small
C-Ration box, waved, and we moved out.
She yelled, “ Au revoir,
Monsieur. Merci.”
Numerous villagers were
observing us uncertain as to the rhyme or reason for our contact. I felt
it didn’t hurt our rather tedious relations there overall.
About a week later, the
sentry at Check Point 1 called and advised the CP that there was a young
girl and an old lady at his post, and they wanted to see the
“commandant”! I sent a jeep, and they were brought back blindfolded to
our bunker. When they arrived, the girl stated her grandmother was very
ill, and she was unable to get any local medical care. She had missed
our last Medcap in the village. I took them both to our medical bunker
and turned them over to the corpsmen. Our dentist, temporarily acting as
our regular doctor, and our Senior Medical Chief examined the
grandmother in the presence of her granddaughter. She was diagnosed as
having early stages of cholera... not uncommon in our area at the time,
but deadly for senior citizens. The Chief administered two butt shots
much to the grandmother’s dislike, and also a 30 day supply of pills was
given to the granddaughter with explicit instructions. I had the two
women returned to Check Point 1, and they cleared C-3. I was told later
by a Kit Carson scout (Chieu Hoi), via one of our translators, that the
two women were interrogated by the village elders upon their return.
Apparently, our medical support went over very well.
I later visited Cam Lo
District Headquarters. Upon completion of my inspection, I decided to
get a haircut in the local open-air barber shop. I sat in an empty
chair. A few moments later, a clean-cut Vietnamese man came by and sat
in the chair next to me. We nodded to each other. Two minutes later, my
Chieu Hoi came in all agog and started to pull me out of the chair. I
complied with his efforts and got back in the jeep to return to C-3. I
asked my interpreter at the command bunker to find out what was the
matter with my Kit Carson scout in Cam Lo. He returned and advised me
that the Vietnamese man getting a haircut was Lt. Col. Ho.
A few weeks later, the
young girl (now called Miss Nyuen by our sentries. I had found out from
a Chieu Hoi and a village elder that she was raised and educated in Hue
City, but was moved to the countryside by her parents when the battle
for Hue City ensued) again approached the Check Point and asked to see
me. This time, I walked down to the Check Point. The girl passed me a
small folded message written very poorly in French. The note purported
to be from the CO, 27th Independent Battalion. Lt. Col. Ho was proposing
that we exchange the bodies of our KIA’s still in the field after a fire
fight which had occurred several days earlier between 1/9 and the 27th
IB. He suggested that myself and two Marines meet him at the road
junction of Route 9 and the Cam Lo River Road. I passed the info to Col
Robichaud who was still in Dong Ha. The Colonel told me to wait until he
had briefed the G-3. In about an hour, the Colonel called me back on a
secure line and told me to disregard the note from Lt. Col. Ho.
Furthermore, I was ordered to assist 1/9 and retrieve the Marine KIA
bodies immediately. (We had been practicing dragging grappling hooks
with a tank section for a couple of days. We knew exactly where the
bodies were.) The next morning a small infantry force with a tank
section went to the battle site near Hills 30/40 after the area was
well-prepped with artillery ... mostly air-burst. The team quickly
recovered the bodies by dragging. The bodies were not mined. Once
recovered, the bodies were properly ID’ed and shipped to Dong Ha. We did
not fire again in the vicinity of the dead NVA troops. CO TFR approved
our action.
After the event, I gave
it much thought. I believed we had missed a good chance to get to know
our enemy better. During our nightly informal discussions atop our
command bunker, Colonel Robichaud agreed that it might have been a good
opportunity, but that TFR had no authority to make a separate cease fire
or treaty according to G-3 and Div. JAG. As usual, the Old Man was
probably right!

S-3 Comment:
Discipline in TFR was overall excellent. With daily incoming from the
NVA, Marines, Corpsmen, and Army personnel on C-3 for the most part were
cautious in their movements and caring about their comrades. Colonel
Robichaud raised Hell when he would observe a Marine out of his bunker
or foxhole ... and not wearing a helmet and armored vest. I do not
recall CO TFR ever holding an Article 15 nor recommending a Summary or
Special Courts-Martial for anyone in the TF. These matters were left to
the parent organizations. One TFR communicator was found being involved
with black marketing (Selling C-rations for local currency or MPC.) That
Marine was returned to his parent organization with a full report
following from S-1. The case of our NCOIC Engineer team leader, was a
sad incident and regrettable. That NCO had been performing his duties in
a most professional manner. It was alleged that he was disrespectful to
a Company Commander and his interpreter. CO TFR did not want to get into
details over the incident, and he ordered me to bring the NCO back to
our CP and find him a job. I did not interview him at all. I left that
to Captain O’Buch who was appointed as the Investigating Officer. O’Buch
handled the issue. He deemed there was a cause for relief and
recommended we return the sergeant to his parent unit. The Engineer
Battalion took appropriate action. The Old Man regretted the incident
very much as he and the young engineer had much good interaction during
his assignment as our senior engineer. The battalion, company, and small
unit commanders did an excellent job of supervision ... and essentially
took care of their own disciplinary and judicial problems

S-3 Comment:
First
Lieutenant Doug Barney was an excellent Operations Officer for TFR. His
overall experience as a Marine officer as well as his armored training
in the tank battalion and at Ft. Knox Armored School gave him a boost
above others of the same rank. He was assigned to the 3rd Tank Battalion
S-3 section after his successful completion of a tour as a tank platoon
leader in combat. We had worked well together in my short stint with 3rd
Tank Battalion. When I heard through a back-channel that Barney wanted
to serve with the TF, I called back to old friend, Major Bob Finny, 3rd
Tank Bn. S-4, and he cornered Major Conrad Samuelson, new 3rd Tank Bn
S-3 to cut Barney loose. Barney was always “subject, predicate, and
direct object” while on the job. Our men trusted and respected his
judgments. I surmised at the time of transfer that his replacement, Lt.
Anderson would have a big pair of shoes to fill. Well, TFR was lucky!
Anderson was able to fill Barney’s shoes. The TFR Ops section continued
the march without missing a beat. It was a busy time for all hands!

S-3 Comment
:
The assignment of Lt. Col. Ed Toner as XO TFR was a real morale booster
for TFR. Lt. Col. Toner had commanded the 3’rd Amtrac Battalion up on
the Qua Viet River. Not only did his unit provide security for river
transits, but also conducted patrols and operations along a portion of
the DMZ. The 3’rd Amtrac Battalion literally fought the NVA at times as
did our Marine infantry. Lt. Col. Toner and Col. Robichaud got along
well together and were a good professional pairing. Toner meshed quickly
with the TFR Marines. I might also add that he took a big load off my
back. He really knew the “Ops” business. I enjoyed bouncing some of my
problems, plans, and ideas off him. He was immediately privy to the
informal conversations that the Colonel and I had daily when the tempo
allowed. Lt. Col. Toner’s insights were valuable to us all in TFR. He
ended up commanding the Task Force until it’s dissolution. We were to
serve together again at MCDEC. I was an instructor in the C&SC Bull Pen
, and Lt. Col. Toner was an instructor in the Mechanized Section of the
Education Center, MCDEC.

S-3 Comment:
TFR’s location on C-3 took incoming rounds almost daily. Usually the
rounds were 82 MM mortar ... sometimes larger caliber from north of Con
Thien. The enemy gun sites were difficult to trace. I learned during my
early days, that the type of round and the direction from which it was
fired, could be roughly ascertained by carefully digging out the hole
made by the shell and observing the slant of the hole with the round
remains . The rounds which hit C-3 were generally nuisance rounds.
Placing the shovel handle into the hole gave the digger a good idea of
the round slant angle. Not a well-planned technique ... but something to
do! Rounds rarely hit in the same location. Our counter battery response
was usually very quick because the tanks were always manned with a
tanker in the turret. Often if I was not too busy in the CP, and rounds
were spaced in time, I would grab an entrenching tool, go to the impact
area, and try to estimate the round type and direction from which the
round may have come. I kept the entrenching tool hanging by the entrance
to our CP bunker. One day, I came in and noted that some “wag” had
painted the entrenching tool red, and placed a label above the hook
which read, ”Major Mac’s Bronze Star Shovel.” The rumor got out that if
anyone used the shovel to good advantage after an incoming round impact,
and the digger was able to get a good fix on the NVA firing site, a
Bronze Star would be awarded to the man. Most of the bunker
communicators took the time to go out with me whenever they got a
chance. Other times, the shovel would go out without me. It turned out
to be a competitive event.

S-3 Comment:
Except during periods of ammo shortages … and there were a few, TFR
tank, duster, Quads, and artillery units fired numerous direct and
indirect fire missions from their positions on C-3. Division G-2 sent us
numerous intel reports about enemy locations. S-2 and S-3A recorded this
data and marked the coordinates for possible firing missions or H & I’s.
Those within our range received fire after clearance with Div. COC.
These locations were checked for close proximity for our tank gun
ranges, dusters capabilities, and our supporting artillery. Night H &
I’s were carefully plotted and moved within a designated target grid.
Once S-2 was assured that there were no friendly units in the target
area, a tank might fire 1-5 rounds of HE, WP, BeeHive, or HE Air bursts
... scattering the shots within the designated target grid. A duster
would then fire its H & I rounds upon completion of the tank firings.
The duster would zero on the grid square to the left or right of the
tank firing area. We hoped to catch enemy troops trying to clear that
tank H & I impact area. There were occasions when our ground patrols did
find blood spores and lost enemy equipment. The NVA were as meticulous
as we were about removing their WIA's and KIA's from the battle field.
If nothing else, our ability to rapidly return enemy fire kept the enemy
off balance.
During the day, targets
of opportunity were fired upon only after clearance from our CP and
notification to Division COC. This was a fairly rapid , but necessary
procedure. A member of a tank crew was always in the tank turret with
binoculars. Often one of the attached infantry men would sit beside the
tanker to help observe or just to “shoot the breeze”. It goes without
saying that whenever C-3 took a round of incoming, fast steps were taken
by the Marines and soldiers to return accurate counter-battery fire.
Artillery FO’s also rotated in and out of the perimeter defensive
positions. During the night, designated tanks were authorized to start
their auxiliary engines (Little Joes) for short periods and scan with
the tank’s organic IR beams. This was disruptive on the line for our
infantry because of the aux engine noise.

S-3 Comment:
CO TFR’s policy on fraternization with the local Vietnamese populace was
very limiting for the C-3 Marines et al. A Combined Action unit (CAP)
was located at the Cam Lo District Headquarters. Among their many
responsibilities were the training of local RFs and PFs, village
security, intelligence gathering, protecting local government personnel
and facilities, protecting the adjoining Montagnard village, and
maintaining liaison with USMC and US Army. The District Headquarters was
actually under US Army cognizance. A Special Forces Captain ran the
Headquarters CP, but he had a limited staff. He depended up on the USMC
support from C-3, the CAP unit assigned in Cam Lo… and rapid response
from a US Army Special Forces unit in Dong Ha. I was never impressed by
the Captain’s leadership ... I never saw any exhibited, I guess. He and
his staff just stayed bunkered up.
TFR had emergency action
plans to support the Cam Lo District Headquarters, and the CAP unit kept
us advised when they sensed something was amiss operationally. Col.
Robichaud did not hesitate to inform Div COC and the Army headquarters
in Dong Ha when Cam Lo District Headquarters gave him concern. As the
operational tempo increased near C-3, CO TFR split our bridge security
force and sent one half of Lt. Mero’s platoon to Cam Lo District
Headquarters to bolster the defense there. Lt. Mero’s platoon sergeant
was the NCOIC of that reinforcement. That SNCO had a good reputation in
TFR. Apparently after he had been there awhile, he tired of the
attitudes of a few CAP members who really had no restrictions on their
relations with local villagers. He took exception to one CAP member who
allegedly was acting under the influence in the local bar. There was a
face off by both Marines. The CAP Marine was shot by the SNCO who
believed the CAP Marine was about to shoot him. Indeed, this was an
unfortunate circumstance which resulted in the death of a CAP Marine and
career damage to a good SNCO.

S-3 Comment:
By now most of us in the command and operations section of the Task
Force realize that our NVA enemy is more sensitive to the area to C-3’s
east rather than our western flank In Laos and Cambodia. Enemy troop and
supply columns can travel without fear of a real attack. There was too
much political involvement at the highest levels. One of the reasons I
pushed our unit commanders to use the passable flanks of Route 8B, Route
9 and even Route 1 north of Dong Ha was to avoid being channelized by
mines. If the enemy intelligence personnel were trying to keep a plan on
our TFR order of battle and operations , that task would be
insurmountable. Colonel Robichaud had his own plans, and moved the TF
out at the most unpredictable times at his choosing. Having the tankers
included on the infantry foot patrols gave us much planning latitude.

S-3 Comment:
There has been a lot of confusion with CO TFR away from the CP, and XO
TFR is trying to keep the operation focused. Lt. Col. Toner is really
showing his merit. I am not sure when he sleeps! Personally, I was
usually able to catch a few hours after 0800 until 1200. Actually, I
became adept at catching a cat nap on a patrol if we were just waiting
enemy activity to move our way. Lying down and learning to whiz quietly
on a bayonet became a real skill!

S-3 Comment:
Obviously I believed that
TFR got pretty well clobbered on 29-30 April. I was disturbed because
the Colonel had left me at C-3 because the Chief Corpsman advised him my
malaria and amoebic dysentery was getting no better. As near as I can
understand the feedback I received from the participants, the first tank
to hit a mine was on Route 8B just past the ville. None of the other
tanks, according to what I could glean, deployed to use off-road
capabilities. I have always sensed that the NVA is very sensitive about
the area east of Cam Vu. Control of that area would accommodate any
drive they may exert to Dong Ha from the Ben Hai north.

S-3 Comment:
About this time, I received a report from an FO in the tower that they
had spotted “enemy” within the 62 grid line … our northern established
boundary. I advised the FO to notify Division that we were preparing a
fire mission, and I moved to the tower immediately to observe. General
Tompkins made daily recon flights to most Division units. He heard the
fire mission request, and asked that we hold it until he arrived. He
landed in our LZ in about ten minutes. I had already viewed the
potential target (The enemy was three old ladies gathering firewood …
but well within our grid zone firing boundary.) The General climbed the
tower, accompanied by two officers from G-3 and G-4. The Old Man peered
at the target through the BC scope and really exploded.
“Who put out the firing
order?”
I responded, “Division
did, Sir”, and showed him a copy of the firing order. General Tompkins
then asked the G-3 rep for an explanation. The G-3 rep could not explain
the origin of the firing order. (Now, the General and I went back a few
years to when I was his recorder on a promotion board at HQMC. He knew
that the TF would not have allowed the fire mission.) As the General
re-boarded his helo, he smiled, gave a thumbs up and winked. Needless to
say, my popularity at Division Headquarters was at a new low.

S-3 Comment:
One afternoon as we
started to wind down, the Old Man and I took a break and sat up on the
bunker-top looking to the north. Col. Robichaud commented that he
believed that the mission would soon be ending since the start of
Operation Thor. He seemed a mite depressed and stated,
“You know Mac, we missed
a good chance to cross the DMZ with our task force and really hurt the
NVA. How far do you think we might have gotten?”
My response was rather
guarded, but I agreed the challenge would have been a good one. It
looked like the CONUS political scene drove our mission… let alone the
USA in Vietnam.
“Sad!”, I replied.
“Bullshit!”, the Old Man
responded . “We could have and should have!”
The Colonel always exuded
such optimism to his officers and Marines. His leadership kept us
together during the hard times.

S-3 Comments:
When Colonel Robichaud left us to return to 3’rd Mar Div, he almost
immediately transferred back to CONUS. “Robbie” left without a handshake
or farewell. I heard rumors later that he had ended up at the Naval
Health Clinic, Great Lakes, Illinois. Sometime later, the Colonel passed
away.
Lt. Col. Toner and I ...
and other TFR members who were close to the Old Man ... often discussed
his departure. Later, while we were stationed at MCDEC, Quantico, VA,
Lt. Col. Toner and I would periodically just sit down and have a cool
one ... and reminisce about the Old Man. Therein later, I was to find
out the problem. My naïveté always prevailed, I guess.
In sum, Colonel Robichaud
was a great task force commander. He had fought well in three (3) wars.
He always accomplished the mission … and cared for his men.
